The Bay College Board of Trustees approved tuition rates and student fees for the upcoming academic year. As part of its commitment to providing high-quality education while maintaining accessibility and affordability, Bay College has implemented a modest increase in tuition rates. Student housing fees will remain flat.
TUITION RATE CHANGES FOR 2024-2025
Effective for the 2024-2025 academic year, tuition rates at Bay College will increase an average of 3.5%. The adjustments are as follows:
- Delta County: Tuition rates will increase by $5 per credit hour.
- Dickinson County: Tuition rates will increase by $8 per credit hour.
- In-state: Tuition rates will increase by $9 per credit hour.
- Out-of-state: Tuition rates will increase by $11 per credit hour.
- International: Tuition rates will increase by $12 per credit hour.
STUDENT AND HOUSING FEES
The Bay College Board also approved a student development fee increase of $2 per contact hour to support student services. Understanding the financial pressures by students and their families, student housing fees will remain unchanged for the upcoming academic year.

Several factors have contributed to these decisions, including:
- Flat Enrollment Projections: Despite a conservative budgeting approach which projects flat enrollment, Bay College has consistently seen increases in enrollment over the past several years.
- State Appropriation Increase: The current State proposal targets a 2.5% to 2.8% increase in state appropriations that reflects the ongoing support and confidence in community colleges in Michigan.
- Property Tax Increases: Both Delta and Dickinson counties’ property tax increases averaging over 5% which support the College with local millages.
RESOURCES FOR STUDENTS
Bay College understands that any increase in tuition and fees impact students. The College remains committed to providing support services and resources to help students navigate these changes. Students are encouraged to take advantage of the following:
- File a FAFSA: Completing a FAFSA can help students access federal, state, and institutional aid for which they may be eligible.
- Apply for Scholarships: Bay College awards over $550,000 in foundation scholarships to 300+ incoming and returning students. The scholarship program is open to all students who submits the scholarship application and meet specified donor requirements.
- Qualify for Michigan Reconnect: Students 21 years and older without a college degree may qualify for free college tuition via the Michigan Reconnect program.
- Speak with the Financial Aid Office: The Financial Aid and Student Accounts Offices work together to assist students in financing their college investment. Payment plans are an option.
- Work on Campus: Bay College offers a wide variety of on-campus jobs for students through the Federal Work-Study Program, providing an opportunity to earn money while being flexible with their course schedules.
