Grand Chute Police Chief Greg Peterson and U.S. Marshal Anna Ruzinski announce the arrest of Dezman V. Ellis, who was wanted for 1st-Degree Intentional Homicide and 1st-Degree Recklessly Endangering Safety.
On Sunday, January 31, 2021, officers responded to the Fox River Mall, in Grand Chute, for a report of shots fired in the mall food court. Officers located two victims who had allegedly been shot by Ellis. One victim sustained non-life-threatening injuries, was treated and released. The second victim, 19-year-old Jovanni J. Frausto, died as a result of his injuries.
The Grand Chute Police Department worked diligently to develop information regarding the whereabouts of Ellis. Upon learning he had fled the area and was likely heading out of state, the department contacted the U.S. Marshals Service for assistance.
The case was adopted for fugitive investigation by the U.S. Marshals Great Lakes Regional Fugitive Task Force on Monday, February 01. On Thursday, February 04, at approximately 3:30 p.m., Ellis was taken into custody without incident at a residence in Des Moines, Iowa, following an exhaustive, around the clock fugitive investigation.
The U.S. Marshals Service Great Lakes Regional Fugitive Task Force consists of the Milwaukee, Green Bay, Madison, Hammond (Indiana) and Chicago offices of the U.S. Marshals Service, the Southern Iowa Fugitive Task Force, and the Appleton Police Department/Outagamie County Sheriff’s Office Special Investigations Unit, who are deputized as U.S. Marshals Task Force Officers.
